Politics & governance
Understand institutions, government formation and federal–regional relations.

Constitution and state institutions
The 2005 constitution defines Iraq as a federal, democratic parliamentary republic. Executive, legislative and judicial functions have distinct institutional roles. Political analysis separates constitutional powers, political bargaining and the policies of a particular government. The constitutional text is a starting point rather than a complete account of practice; institutional documents and research on their operation should be read together.
Article 47 separates federal legislative, executive and judicial powers. Article 78 assigns direct responsibility for general state policy to the prime minister, who leads the Council of Ministers and is commander-in-chief. Head of state and head of government are distinct roles. Identifying decision-making, implementation and oversight helps explain a policy beyond the names of office-holders.

Parliament, president and cabinet
The Council of Representatives legislates, oversees government and performs constitutional functions in government formation. The president and prime minister hold different roles; the prime minister leads the Council of Ministers. Formation combines parliamentary procedures with coalition bargaining. Voting, certification, office selection and cabinet formation are separate events, and each requires its own date.
Under Article 70, the first presidential ballot requires two thirds of all representatives; if no candidate reaches that threshold, the leading two compete in a second ballot. Article 76 provides for the president to charge the nominee of the largest parliamentary bloc with cabinet formation, followed by parliamentary confidence in the ministers and programme. A seat tally and control of the executive are therefore different stages.

Federalism and the Kurdistan Region
The constitution recognises the Kurdistan Region and its existing regional authorities. Relations among federal, regional and governorate institutions matter for budgets, services, resources and administration. Regional arrangements are not nationwide rules. Analysis of disputes separates legal provisions, parties’ positions, judicial decisions and implementation, retaining the date of each source.
Article 110 lists exclusive federal powers including foreign affairs and national security. Articles 115, 117 and 121 address non-exclusive and shared competencies, recognition of Kurdistan and regional legislative, executive and judicial powers. Governance also includes governorates outside a region, beyond a simple centre–city hierarchy. Budget and resource disputes require these provisions alongside subsequent judicial and budget documents.

Political competition and social diversity
Politics involves parties, coalitions, social movements and local networks. Arab, Kurdish, Turkmen and other communities are internally diverse; religious identification does not determine individual politics or explain every conflict. Local interests, resources, organisation and policy demands also shape alliances. Country research therefore examines actors in particular periods rather than treating society as fixed, homogeneous blocs.

Governance, budgets and public services
Institutions affect daily life through allocation, employment, infrastructure and public services. Oil revenue links governance closely to economic policy. The IMF’s 2025 consultation discusses fiscal pressures, non-oil growth, banking and electricity challenges. Institutional analysis, reform objectives and measured outcomes are different evidence types. Announcing a project does not establish completion, and expenditure alone does not measure service quality.

External relations and reading sources
External relations connect Iraq with neighbours, regional organisations and global economic networks. Borders, water, energy, trade and reconstruction need separate analysis; no single external actor explains all domestic change. The guide offers a Chinese commercial perspective on bilateral ties, which is useful but does not replace broader social and political study. Current officeholders, election results and recent policy require dated verification beyond this institutional dossier.
